Understanding how to fund home care can feel overwhelming, especially if you have never been involved in social care before. Suffolk County Council provides assessments and guidance, and there are national benefits that can help too. Here is a simple overview to help families get started.
1. Local Authority Care Needs Assessment
Anyone can request a Care Needs Assessment from your local authority. This is the first step for understanding what level of support a person may require. The assessment is free and available to every adult, regardless of income or savings.
After the assessment, the council will decide whether the person has eligible care needs under the Care Act.
2. Financial Assessment
If someone is eligible for council funded support, your council will carry out a financial assessment. This looks at income and savings to decide what contribution, if any, the person must make.
In England, people with higher levels of savings usually pay for their own care. This is often called self funding.
3. Direct Payments
If the council is contributing towards care, families can request to receive the funding as a direct payment. This allows more control over who provides the care and how it is arranged. Many people choose direct payments so they can use an independent home care provider.
4. Attendance Allowance
Attendance Allowance is a national benefit for people over State Pension age who need help with personal care or supervision. It is not means tested. This means income and savings do not affect eligibility. Many older adults in Suffolk use Attendance Allowance to help pay for home care support.
5. Personal Independence Payment (PIP) and Disability Living Allowance (DLA)
For those under State Pension age, PIP or DLA may be available. Again, eligibility depends on care needs rather than income.
6. NHS Continuing Healthcare
In cases of very high healthcare needs, NHS Continuing Healthcare may cover the full cost of care. This is less common and requires a detailed assessment by the NHS.
7. Planning ahead
Many families in Suffolk find it helpful to plan care costs early. Simple steps like checking benefit eligibility, understanding local care rates and reviewing financial arrangements can make a big difference.
